Regulations/Rules in Residence during the Olympics

All of us living the residence have been briefed by our CAs about the temporary rules and regulations during this time. What are your thoughts? Are they too strict? Are they a way to allow the CAs to not do their job, and just to give out fines? What are your thoughts? SOUND OFF!

    For the purpose of this contract addendum, a guest is defined

    as any non-resident who remains within Residence property

    past 9 pm and stays overnight and a visitor is a non-resident

    who is present in residence for less than 8 hour period and is

    not remaining within Residence for an overnight period.

    Residents will be limited to one guest per night of the break

    without exception or exemption. All guests will need to be

    registered with Residence and Housing in person and must

    present photo identification. All registered guests will be

    issued identification that must be displayed at all times.

    Visitors will only be allowed on Residence property between

    the hours of 9 am and 9 pm unless registered as a guest and

    displaying the appropriate identification. A Resident is limited

    to maximum of 3 visitors at any given time unless preapproved

    by the Residence Area Supervisor.

    Residents are responsible for the behaviour of their guests and

    visitors whether they participated in, condoned or were aware

    of that guest’s behaviour or not. Anyone who is invited to,

    accompanied on, accepted or admitted to Residence property

    (which includes but is not limited to all Residence buildings,

    parking lots, and surrounding grounds) is deemed to be a

    guest or visitor of that Resident.

    A Resident who facilitates the access (for example, opening a

    locked door) for a stranger or ‘unhosted’ person to residence

    property can be deemed to be the host of that person and will

    be held responsible for that person’s behaviour as if the

    person were their guest. Residents must be present as hosts

    of their guests at all times, however their failure to be present

    does not mitigate or relieve their responsibility for their

    guests’ behaviour. Residents are responsible for their guests’

    actions until the guest leaves the residence property.

    Accompanying or acting as a host to a former Resident who

    was evicted and does not have visiting privileges, and/or a

    person whose visiting privileges have been revoked, is

    prohibited. Residents are responsible for activities that take

    place in their room or unit whether they are present at the

    time of the activity or not. A Resident’s failure to lock their door

    does not mitigate their responsibility for the actions of others

    that occur in the Resident’s room or unit.

    Guests may be asked to leave at any time by Residence and

    Housing if they fail to abide by Residence Standards and

    Regulations and/or are a disturbance to the floor/townhouse.

    No extra bedding is available and guests may not sleep in the

    lounge or common area. No person may be the guest of more

    than one Resident in succession.

    A Resident sharing a Townhouse must have the permission of

    their roommates prior to having a guest visit the Townhouse.

    Note that Residence and Housing will not provide any parking

    for guests or visitors.

    3.38 Unauthorized assignment

    Only the Resident may occupy the accommodation as assigned

    by the Department of Residence and Housing. Please refer to

    Section 1.11 and 1.28. Resident must not give their keys to a

    non-resident or allow others to occupy their room on their

    behalf. A Resident found to have given their keys to a nonresident

    and or guest will be evicted.

    3.39 Unauthorized parties in Residence

    There will be no parities authorized in residence during the

    Olympic break. A “party” is any gathering of more than seven

    people that meets one or both following criteria:

    a) Alcohol is being consumed as one of the primary activities of

    the gathering;

    b) Music is a major part of the atmosphere and the volume is

    such that it is too loud to be defined as “background music.”

    Since the above definition can be vague under certain

    circumstances, defining a gathering as a party is ultimately the

    discretion of the Community Advisor, Area Coordinator,

    Residence Area Supervisor(s), Assistant Director, Residence

    Life or Security Personnel.

    Additional Rules and Regulations

    3.42 Fines for Violations of Olympic Addendum Regulations

    As an additional deterrent, Residence and Housing will have a

    fine for a violation of any and all Olympic Addendum. The fines

    will begin at $250 for the first violation and increase by values

    of $250 for each subsequent violation (therefore $500 for the

    second violation, $750 for the third, etc).

    It is important to note that the above fine system is in addition

    to the community standards process that is outlined within the

    contract. Therefore, violations will also include community

    standards sanctions that may include eviction.

    3.43 Identification

    All Residents are required to keep their Simon Fraser

    University ID card with them at all times. Throughout the

    Olympic break all residents will be required to produce their ID

    and keys when requested by any Residence and Housing staff

    or other University staff member. Failure to produce ID when

    requested may result in a fine.

    Pretty much here it is:

    Having a party = Massive Fine
    Having an unauthorized guest = Massive Fine
    Letting someone else stay in your room = Massive Fine
    Not having your student ID on you = Massive Fine

    I think they want to make sure that students in rez aren't going to create a huge problem by renting 1 meter by 3 meters of floor space to some person wanting to see the Olympics.

    Multiply that 1m x 3m thing by a few hundred rez students and you get an idea of the problem.

    Parties have never technically been allowed, but there's never been huge fines for them.
    7 people has been defined as a "party" since I was in first year.

    What I think is inconvenient is the idea that you can't stay past 9 pm unless you're registered as a guest.
