Retaking Courses? What if maxed reached?

Hi my friend and I were talking about the limit for retaking courses.
What happens if you reach that limit and have a required course you need to retake?
Does that mean you're doomed for failure and basically no way of continuing for your degree?

    Ill let you know if i don't pass my final in 3 weeks :P. I imagine you will need some form of departmental permission. Maybe you can only get a general studies degree?
