How to change picture size for signature...

I have a huge banner that I want to put in my sig but it is realllly big. How do I change it to a smaller size?

    open it up in paint, then select all the pic (edit-select all), then go Image->stretch and skew, it will open up a box and just play around with the horizontal and vertical,

    note that 50% horizontal stretch and 50% vertical stretch will cut your image in half, also leave the skew that stuff is tricky
