One stupid question

I know this may be a stupid question but please help! 

Say I failed 2 courses. But they still count toward my GPA right? 

Now, can I use those credits to declare my major? Like you need 60 credits to be able to declare your major right? 

If you have 60 credits including the failed courses, would that be enough to declare your major or no? 

If someone could clarify that for me, that would be very appreciated. Thanks!
