Getting in a full class

Is it up to professors discretion to allow more than the allowed number of students to enroll in the class?

I'm talking about a class that has a capacity of 300, not some small one of 30-50. Basically, what are my chances if I go to the professor and tell him my situation? Or is it up to the faculty the course is part of?

    I have some friends who personally emailed their professor and asked them if they could open up a few extra spots and the prof did it. It's worth a try.
