There are many factors that affect your choice.. Professor, grading ,assignments etc. Eg Sometimes it's better to take a course the next semester when the prof is different .. If you haven't taken it or you don't know smth specific just don't say anything..
Well not saying anything was what you were annoyed about in the first place. This question seems to be asked a lot (regarding a variety of courses) so let me try to provide a blanket answer for all of them.
While there are many factors that can influence course decisions, the most important one should always be "Do I want to learn this". If you simply look for the easiest offering of a course, or the easiest courses you are doing university wrong. In the end you will graduate with a degree that is worth less than someone else who took the courses where they learned the things most relevant to their interests.
There are few places this is more relevant than 400 level computing courses. The only "easy" 400 level CMPT course is CMPT 470. It still has a steady stream of work that needs doing, but it is not "hard" work. So if you are looking for an easy course, take that. The other 400 level electives will introduce a lot of new material and will require effort to get through the course. They are also some of the most interesting courses though, and are valuable experiences in preparation for after you graduate.
Now your specific question. A cursory search reveals that Anoop has taught the course several times before. Computational linguistics is also listed first in his list of research topics, and he has written a ton of papers on it. He has also won some awards, if you find that sort of thing interesting. As well if you look at the course website all of the notes and homework assignments are already posted, so it is obvious exactly what he will teach, and what work will be required to complete the course.
So, if you are interested in computer vision or the stuff on the course webpage looks interesting to you, he seems like the perfect guy to take it with. If you aren't interested then take something you are interested in.
