ENSC Minimum 12-Credit Course Load Policy

Does majority ensc student follow these policies?
what are the issues if you did not submit any application for exemption form?
Reason im asking is sometimes i see some student who repeatedly taking less than 12 credit course each semester.

I wasn't even aware of this policy. Sure enough, it exists:

But I know quite a few people who break it and as far as I know they didn't contact the department for an exemption.

Most schools have that for engineering departments I've noticed. Im interested to know why as well. Maybe to keep competition fair? I could probably google it, but ill just wait for someone to answer.

Students who wish to take less than 12 credits require
prior approva
l of the Engineering Science Director.
That sucks though cuz apparently it applies even for summer semesters! So it's either take a full break or take full 4 courses.
