Can a Dean pass you? Can he change the grade if Professor won't?

Hi guys I'm about .5 percent away from passing a Stat course. I talked to the prof and he told me he won't pass me, we already got through the standard procedure of checking the test again and I already submitted the reconsideration form.

To my understanding if the reconsideration form fails I can write to the dean? Has anyone had experience with this before? Can a department chair bump up your grade if you give them some reason (ie, personal reasons such as loss etc.)

    You can request for an apepal. I think Dean does have the authority to over-ride decisions under certain circumstances.
