    I don't blame the OP for wanting to buy spots in classes.
    The universities need to offer more spots in upper level division course, so many students are taking 6 years just to get their bachelors because they cannot get into the classes that they needed.     Back to the topic, I failed to see how this would work even if someone is willing to drop the class, the system would just bump whoever is first on the waitlist to the empty spot and it won't let you enroll even if there's an empty seat

    ^ i think it works differently in some departments and they don't have wait lists so if there's an empty spot then anyone can enrol into the spot
