Crappy Tutor Marker for Distance Education Class - What should I do?

edited April 2012 in General
I'm taking a third year class by distance education this semester (I've done this before). The tutor marker does not provide any feedback on assignments, is late marking assignments (something I handed in January has yet to be returned), and does not read the assignments he/she has marked (I have time stamped evidence of them saying they hadn't started to read a 3500 word assignment and forty minutes later had posted everyone's mark, for a class of nearly 40 students). They also instructed us at the start of the semester to not contact the course instructor. On one assignment I emailed and asked for some specific feedback and they responded by simply bumping my grade up and not giving any feedback.

I find this completely unacceptable. What am I paying for? I could read books and write assignments on my own without having to enroll in a class where I get zero feedback. Is this type of experience normal? What should I do? I've talked to a few friends about it, some tell me to complain and others tell me to leave it because this person could negatively impact my marks. Am I overreacting or is this complete bullshit?
