Qs for "I have a plan"

you know.. we all paid the health insurance which calls "I have a plan"
But i dont know how to use it.
Have you used the IHAVEAPLAN?

For an example, If i wanna buy a eyeglasses,
I pay the eyeglasses from my own expenditure and claim it later?

is it rite?

    I used it last year for the dentist. I specifically picked a dentist on purpose that would accept the direct pay thing and was part of the dental network, so that I could get 20% off from the dentist and get my insurance deduction applied immediately electronically. (Otherwise I wouldn't have been able to pay in cash and wait for the refund).
    I think I didn't use it for the optician because the optician I went to wasn't included or something.. I'm not sure. I think if you take your little card with the number on it to the pharmacy they'll also do the direct electronic deduction.
