SFU will continue to enforce parking regulations with immobilizing devices. A fee related to the cost of applying and removing the device must be paid before the device will be removed.
Any further infractions may result in the permanent withholding of parking privileges. These parking controls are consistent with existing parking regulations and with the decision of Goepel J. in Barbour v. UBC.
Regarding towing, SFU is indeed still impounding vehicles. However, it is implemented under some very rare situations. So long as you don't park your car in reserved spots or causing safety concerns such as leaving it in the fire lane or in the middle of a drive way blocking traffic, you will not be towed.
Hikin, you sound like you are working for SFU rather than watching out for students' welfare. Are you here to maximize SFU's income?
That said, the two warning tickets can be days apart or 45 minutes apart like what I had last semester, fortunately I left fast enough.
Regarding impounding, they do so only for safety reasons, when someone uses other people's permit, or as per the requests of the owners of reserved parking stalls, i.e., when someone occupies their stalls. Up to this date, only a few vehicles have been towed since the UBC court ruling.
Nobody should be buying permit from other permit holder and use it. Doing so is in contravention with SFU's parking policy. If you get caught, you car will be towed and there will be an 8-month parking restriction penalty, i.e., you are only allowed to park at West Mall Visitor parkade for 8 months.

They give you two tickets consecutively even when it has been warning ticketed already? wtf? Or did you move your car and they almost caught you?
I'm assuming this is a physical warning ticket displayed on your front window?
