I am relatively clueless about how the American system works, so bear with me. So, can only the police or DA file criminal charges while we civilians can only file civil charges? Meaning, if the police or DA won't file criminal charges against the Defendant, then the Plaintiff can only file charges against the Defendant in a Civil Court, which, at best, can only result in monumentary compensation and no jail sentence?
For example, when OJ was declared "Not Guilty" in the Murder Case, didn't the Goldman family file charges against OJ in a civil court and won. As a result, OJ as to pay the Goldman family an X amount of money? Which OJ avoided by moving all his assets to Florida, where there are laws that protect his property from the Goldman.

It's pretty much the same here. In practice, here or there, civilians don't press criminal charges. Its a matter of semantics, without someone letting authorities know of something charges cannot be laid in some circumstances. Even then, if there is not sufficient evidence, it won't go to trial.

They can file charges even if the person doesnt want them to, but it becomes problematic when the witness won't testify, or doesn't want to. I'm assuming that it was only Rihanna they know of that can testify as to his actions.
There are some crimes that only require a certain amount of evidence to go to trial lower than that for others.
