i've saved classes for some of my friends who were 1st years back then.. i took the spot then released it when it was their enrolling time.. never had the problem of being penalized.. =)
My admittedly limited understanding is people earlier in the registration queue will sometimes register in a course if a friend of theirs is way down the line, and then drop the class just prior to their friend adding that course.
and how would they know you're a friend of that first initial person saving the spot?
we have how many thousands of students, it's not very coincidental when one student drops and ' coincidentally ' another person clicks enroll at the same time.
I don't think thats even possible anymore. Maybe in the old days with the archaeic phone registration system it would have been...they will, however, penalize you if you hold spots in classes because you aren't sure which ones you want to take. For example, if you register in 5 classes but drop some when school starts, they will penalize you $100 for the net decrease in class number.

it's actually $50 at first and then after 1 week (I think) it increased to $100
